We innovate a Public-Private-Personal-Partnership (4P) Model for global development: SMART4P Partnership Model.
 
SMART4P aims to develop a human resource capacity building model(Porter's value chain model, point 2, support) that would meet the requierments of the "new" implementation approches proposed for the "new way" global development concepts in the UN MDG and the US MCC, as applied in the Biotech tropicana Systems.
 
In addition to traditional public-public, public-private, and private-private partnership approches, we innovate a private-personal partnership model that favor candidates from the developed world, with experience working in the developing world.
 
Considering that all activities in the Biotech tropicana Systems (BTS) are coordinated from the United States Corporate headquarter, our SMART4P model favors candidates from the United States. However, the Biotech tropicana Systems strictly enforce its no discrimination policy based on race, ethnicity, sex, religion, or national origin. The BTS seek for excellence and availability.
 
SMART4P Model favors naive candidates, willing to take our funded training programs over candidates trained in external institutions.
 
The SMART4P rolling circle model rotates its team between the developing and developed nations, to overcome the "nation barriers" that have traditionally crippled global development programs.
 
SMART4P model predicts some 630 diretors and management positions immediately available in different units of the Biotech tropicana Systems in the United States of America. Our 4P model comports a training program to train trainers to create additional jobs, in the United States of America, and more jobs in the poor aid recipient countries of the developing world.
