Abstract: P1 is a government-cooperation development model born in the early 1960s that operates in many developing countries; particularly in Africa. We previously released an extended version of a description of the P1 model. Here, we review the descr5ption of the P1 model summarizing key concepts in the first version. Keywords: Global Development: Government: Cooperation:
Background: The end of the second world war marked the beginning of the end of centuries of European domination on global development affairs. In all aspects of its existence the second world seriously weakened the former world super power. Europe will never recover its world super power status again. On return to their homes, at the end of the war, African second world war veterans who fought bravely along side their colonial master demand not negotiate freedom for their African homelands. The African intellect sided with its military. By the early 1960s all former colonial lands became independent sovereign countries. The Europeans reorganized fragments of their administrative infrastructures into embassies and cooperation for development agencies and negotiated accreditations before new, mostly civilian African governments: The government-cooperation global development model was born. The Biotech tropicana Systems global development portfolio classified the government-cooperation model as P1. In 1963,the leaders of the new African states had a meeting in Addis Ababa, Ethiopia, to initiate the organization of the African Unity, which was transformed after the Sitre. Lybia conference in 1999, into the African Union. [1] In 2016. At the At the African Union conference, in Kigali, Rwanda, the African citizenship bill was enacted and the first African Union passport was issued. The P1 model operates for almost half a century in many settings of the developing world, but failed to produce a single emerging economy. At the dawn of the new millennium in 2000, new global development models were proposed: the United Nations millennium development goals (mdg), and the United States millennium challenge account. mca). In both new millennium models, scientists and development experts were called in to propose objective politically unbiased strategies to achieve a development that is sustainable in developing countries. The United Nations will form topic specific scientific task forces. The UN scientific task force will present its recommendations to the UN Secretary General in the form of reports available on the historic website of the UN millennium project. [2]. The United States will implement an independent panel of development scientists and experts in a body called the millennium challenge corporation (mcc) to implement the US mca. [3]. Discussion: Here, it is important to stress the difference between the UN millennium development goals approved by head of stares and governments, and the millennium project coordinated scientific task forces. Many programs of the Biotech tropicana Systems aligned with recommendations of the scientific task forces. Both the UN millenniumprojet, and the US millennium challenge corporation stressed private sector led development in their new global development models to overcome the failures of half a century of public sector focused P1 model. The Biotech tropicana Systems will operate through the private sector. The Biotech tropicana Systems are a knowledge driven economy that relied heavily on scientific knowledge. Consistent with its private for profit status, the Biotech tropicana Systems will analyse the recommendations for key concepts to innovate proprietary internal development models to promote its business interests, while contributing to development.
